Extends the participation term in the public employees insurance program from two years to four years, with automatic renewal for additional four-year terms.

Lowers the premium increase threshold that allows groups to withdraw from the program from 50 percent to 20 percent annually.

Requires exclusive representatives to notify employers of intent to participate at least 30 days before the expiration of the collective bargaining agreement preceding program entry.

Maintains the two-year waiting period before a group that withdraws from the program may rejoin.

Takes effect the day following final enactment.
