Beginning July 1, 2023, state agencies must require proposals for electric vehicle purchases or leases to include country of origin information for the vehicle, battery, and battery minerals and metals.

Agencies must request additional information in proposals on labor conditions, labor disputes, biodiversity impacts, human rights violations, embedded greenhouse gases from mining and processing, and percentage of battery minerals recycled.

State agency commissioners shall prioritize bids that meet high production standards.

Beginning March 15, 2024, each state agency must report to the legislative auditor the number of electric vehicles purchased or leased, including manufacturer names, countries of origin, and production standard information.

Vehicles and batteries manufactured in the United States with at least 50 percent battery value from U.S.-mined or recycled minerals are presumed to meet high standards and require only limited disclosure information.
