Appropriates an unspecified amount from the general fund in fiscal year 2024 to the Commissioner of Human Services for one-time grants to nursing facilities.

Nursing facilities must apply to the commissioner using an expedited application process that allows electronic submission and electronic signatures.

Eligible nursing facilities receive grants equal to half of their estimated lost revenue from March 15, 2020, to January 31, 2022.

Grant funds must be used to pay down debt accrued during the specified period, pay for COVID-19 pandemic mitigation steps, or hire or retain staff, with facilities attesting to the commissioner on intended use.

Commissioner must not count grant money as an applicable credit when setting total payment rates under Minnesota Statutes chapter 256R, and facilities must submit a plan detailing how grant money will be used upon request.
