Creates a cooperative manufactured housing infrastructure grant program allowing the Minnesota Housing Finance Agency to make grants to counties and cities covering up to 50 percent of capital costs for public infrastructure supporting eligible cooperative manufactured housing developments.

Defines eligible housing infrastructure to include sewers, water supply systems, utility extensions, streets, wastewater treatment systems, storm water management systems, and phosphorus removal facilities.

Limits grants to a maximum of $60,000 per manufactured housing lot and requires applicants to demonstrate that nonstate resources (cash or in-kind contributions) are committed to complete the project.

Requires the agency to cancel grants and reclaim funds if projects do not proceed in a timely manner within five years and are unlikely to be completed.

Appropriates $10,000,000 from bond proceeds to the Minnesota Housing Finance Agency for the grant program, with the Commissioner of Management and Budget authorized to sell and issue state bonds up to that amount.
