Establishes a temporary moratorium on assessing or collecting fines and penalties against assisted living facilities licensed under Minnesota Statutes chapter 144G from the effective date through December 31, 2023.

Prohibits the commissioner of health and Office of Health Facility Complaints from assessing fines for noncompliance with correction orders, state law violations, federal law violations, failure to pay fees, or failure to provide requested information during the moratorium period.

Requires the commissioner of health to repay all monetary penalties and fines paid by assisted living facilities after December 31, 2020 through the effective date, with repayment deadline of September 1, 2023.

Directs facilities receiving repayments to use the funds, to the extent possible, to remedy the issues that led to the original fines and promote positive outcomes for residents.

Takes effect the day following final enactment and applies to penalties or fines due on or after that date.
