Amends Minnesota Statutes section 123B.49, subdivision 4 to require school boards to allow resident charter school students to participate in extracurricular activities on the same basis as public school students.

Expands existing requirement that already applied to home school students to now include all resident pupils attending charter schools under chapter 124E.

Defines extracurricular activities as direct and personal services for pupil enjoyment that are not offered for school credit, generally conducted outside school hours, and determined primarily by student participants under adult guidance.

Maintains existing provisions allowing school districts to fund extracurricular activities from school revenues and requiring revenue raised for such activities to be reserved and spent only for extracurricular purposes.
