Requires school boards to allow all resident pupils from nonpublic schools (other than home schools) to participate fully in extracurricular activities on the same basis as public school students.

Expands existing requirement that already applied to home school students receiving instruction in compliance with Minnesota Statutes sections 120A.22 and 120A.24 to include nonpublic school students.

Maintains extracurricular activities definition as direct and personal services for pupil enjoyment managed under adult or staff member guidance, not offered for school credit or required for graduation.

Preserves existing school board control over extracurricular activities, including management of costs, revenues, expenditures, and participation by school district teachers and pupils.
