Amends Minnesota Statutes section 120B.15 to explicitly include twice-exceptional gifted and talented students, defined as students who are gifted and have a learning disability, developmental disability, or autism spectrum disorder.

Requires school districts to adopt assessment guidelines using multiple and objective criteria that are valid, reliable, fair, and based on current research, with sensitivity to underrepresented groups including low-income students, minority students, twice-exceptional students, students with disabilities or 504 plans, and English learners.

Mandates school districts adopt procedures for academic acceleration of gifted and talented students that assess readiness and motivation and match curriculum level, complexity, and pace to individual students.

Requires school districts to adopt procedures for early admission to kindergarten or first grade for gifted and talented learners that are sensitive to underrepresented groups.
