Establishes a boat wrap product stewardship program in Minnesota requiring producers selling boat wrap in the state to participate in an approved stewardship organization that implements collection and recycling programs.

Requires all producers to join a single stewardship organization implementing a single statewide plan, with plans submitted to the commissioner by March 1, 2025, and mandatory participation beginning July 1, 2025.

Sets performance goals of collecting and recycling at least 50 percent of boat wrap sold in Minnesota by the end of the fifth year of the initial plan, and at least 80 percent by the end of the fifth year of the second plan.

Prohibits stewardship organizations and retailers from charging fees to consumers for boat wrap collection and recycling services.

Establishes an administrative fee paid by stewardship organizations to reimburse the state's full costs of administering and enforcing the program, with fees deposited into a dedicated boat wrap stewardship account.
