Adds a ban on selling, offering for sale, or distributing certain mercury-containing lighting products in Minnesota, effective January 1, 2025 for screw- and bayonet-base compact fluorescent lamps, mercury vapor lamps, and mercury vapor lamp ballasts.

Effective January 1, 2026, expands the ban to include pin-base type compact fluorescent lamps and linear fluorescent lamps.

Exempts specialty lamps designed for image capture, projection, germicidal use, ozone generation, coral zooxanthellae symbiosis, and sunlamp products from the ban.

Exempts specialty application mercury vapor lamp ballasts and compact fluorescent lamps used to replace lamps in motor vehicles manufactured on or before January 1, 2020.

Preserves utilities' ability to offer energy-efficient lighting rebates, lamp-recycling services, and claim energy savings through approved energy conservation and optimization plans.
