Establishes nursing facility workforce incentive grant program allowing grants to nursing facilities to provide up to $3,000 per year in payments to workers earning $30 per hour or less for retention, recruitment, benefits, education, childcare, housing, and other workforce-related needs.

Provides one-time payment to nursing facilities of $225,000 base plus per-bed allocation, distributed equally August 1, 2023 and August 1, 2024, for debt payments, credit lines, plant improvements, and other operational needs; requires facilities to expend funds by September 30, 2025.

Implements temporary nursing facility rate add-on of $12.35 per resident day effective July 1, 2023, expiring December 31, 2024, with rate adjustments in 2029 if actual medical assistance payments exceed forecast projections.

Authorizes partial reimbursement to hospitals up to $1,400 per submitted qualifying avoidable patient day for high-acuity patients boarded in emergency departments or unable to be discharged to appropriate settings.

Appropriates $74.5 million for workforce incentive grants, $173.1 million for nursing facility payments, $36.5 million for rate add-on, $1.25 million for administration, and $18 million for hospital reimbursements.
