Requires the Professional Educator Licensing and Standards Board to adopt rules mandating all licensed teachers renewing Tier 3 or 4 teaching licenses complete professional development on dyslexia, including its effects on foundational reading skills and effective instruction for students with dyslexia.

Directs the Professional Educator Licensing and Standards Board to submit a report by January 30, 2025, to legislative committees on teacher preparation programs' progress in ensuring teacher candidates receive instruction in evidence-based reading practices and structured literacy instruction, and to identify programs lacking required dyslexia instruction.

Appropriates funding for grants to teacher preparation program providers to establish or expand literacy clinics that provide teacher candidates opportunities to use evidence-based literacy interventions with underperforming students in grades two and above at no cost to students.

Requires grant applicants to provide information on clinic interventions, measurement of foundational reading skills mastery, teacher candidate selection, and additional training provided.

Directs the commissioner to report by January 30, 2025, identifying grant recipients, grant amounts, participant numbers, and evaluation of student progress in funded clinics.
