$1,000,000 is appropriated from the bond proceeds fund to the Metropolitan Council for a grant to Washington County for the Hardwood Creek Regional Trail extension within Hugo.

The appropriation covers acquisition, design, and construction of the trail extension.

The commissioner of management and budget is authorized to sell and issue state bonds up to $1,000,000 to provide the appropriated funds.

Bond issuance follows procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

The bill takes effect the day following final enactment.
