Establishes student support personnel aid for school districts ($40,000 minimum) and charter schools ($20,000 minimum) with allowance amounts of $11.94 for fiscal year 2024, $17.08 for fiscal year 2025, and $48.73 for fiscal year 2026 and later.

Provides $20,000 annual funding for area learning centers serving students in dual enrollment programs under section 124D.09.

Allows aid to be used for contracted services if districts or charter schools cannot hire full-time positions after receiving at least two applications.

Appropriates funds for three pilot programs in fiscal year 2025: English learner programming, alternative programs for graduation incentives, and dual enrollment college and career readiness counselors.

Requires the commissioner of education to report to the legislature by January 31, 2027 on best practices and policy recommendations for each pilot program, with appropriations available until June 30, 2026.
