Board of School Administrators may adopt rules establishing a voluntary administrative microcredential for English learner and emerging multilingual learner program directors and coordinators.

Professional Educator Licensing and Standards Board must adopt rules requiring all licensed teachers renewing any tier teaching license to complete at least three hours of professional development training in best practices for English learners, including multilingualism, multiculturalism, and culturally validating diversity, equity, and inclusion training.

Board must establish voluntary microcredentials in communication arts, math, science, and social studies for teachers holding bilingual, bicultural education, or English as a second language licenses.

Area learning centers serving students in dual enrollment programs are eligible for $20,000 annually in student support personnel aid to hire new positions or increase existing positions for student support services personnel.

Task force established to review costs and determine full funding requirements for English learner programs, extended time services for at-risk students, and dual enrollment programs, with findings due to legislature by January 15, 2025; $30,000 appropriated to Board of School Administrators and $100,000 to Professional Educator Licensing and Standards Board for rulemaking support in fiscal year 2025.
