School districts and charter schools must develop a plan for providing first aid services at each school site and identify staff who have completed first aid training.

The Professional Educator Licensing and Standards Board must adopt rules requiring all licensed teachers renewing their licenses to complete first aid training at least once every four years for Tier 1 and Tier 2 licenses.

First aid training is added as an eligible staff development activity that school districts may include in their professional development programs.

General fund appropriations are provided to the Department of Education for fiscal year 2025 to transfer funds to the Department of Health and community education programs for providing first aid training to school staff.

The Commissioner of Health may contract with local units of government or community organizations to deliver first aid training to school district and charter school staff.
