Appropriates $16,000,000 from bond proceeds to the commissioner of public safety for a grant to Ramsey County for renovation and construction of a juvenile corrections facility.

Funds will support design, construction, furnishing, and equipping of the renovation of unoccupied space within the Ramsey County Correctional Facility to colocate the former Ramsey County Juvenile Detention Center as a separate institution.

Project may also include design, construction, furnishing, and equipping of an addition to the Ramsey County Correctional Facility.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $16,000,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
