Establishes a "known cost change factor" equal to 1.00 plus the forecasted percentage change in the CPI-U index from April 1 of the reporting period to July 1 of the rate year, to be used in calculating nursing facility payment rates.

Modifies direct care cost, other care-related cost, other operating cost, and employer health insurance cost calculations for nursing facilities to multiply costs by the known cost change factor before dividing by resident or standardized days.

Updates the payroll taxes and benefits factor calculation to use the most recent and available cost report data, with mandatory updates each January 1.

Changes the base wage establishment process for elderly waiver services to reference the most recent edition of the Occupational Handbook (removing the specific reference to the 2019 edition) and requires annual rate updates each January 1.

Makes all changes effective January 1, 2025, or upon federal approval, whichever occurs later, with the Commissioner of Human Services required to notify the revisor of statutes when federal approval is obtained.
