Increases payment rates for all nursing facilities by $52 per resident day from July 1, 2024, through December 31, 2026, for compensation-related costs.

Requires nursing facilities to attest that additional revenue will be used exclusively for compensation increases for directly employed employees, excluding owners, central office staff, management contractors, and separately billable service providers.

Permits contracted housekeeping, dietary, and laundry employees to receive compensation increases if their employing agency submits proof of costs to the nursing facility.

Defines allowable compensation-related costs as permanent wage and salary increases implemented between July 1 and September 1, 2024, plus associated employer taxes and benefits paid by June 30, 2027.

Requires facilities to submit a distribution plan by October 1, 2024, post a plan summary for six months, and makes underspent funds subject to recovery; prohibits treating these payments as applicable credits for future rate-setting.
