• Modifies peer recovery support services requirements to be provided according to sections 254B.05, subdivision 5, and 254B.052, effective January 1, 2025

• Requires the commissioner of human services to develop and implement a tiered reimbursement rate structure for recovery peers by September 1, 2024, with tier one for one-on-one services and tier two for group services up to four clients

• Establishes new documentation and service requirements for peer recovery support services, including individual recovery plans completed within three sessions and maximum service limits of 14 hours per week per individual provider

• Expands eligible vendors of peer recovery support services to include recovery community organizations meeting specific nonprofit, governance, and mission-focused requirements, with deadline of January 1, 2025, for existing organizations to comply

• Requires the commissioner to convene a working group by August 1, 2024, to develop recommendations on billing practices, acceptable activities, supervision standards, and oversight improvements, with report due December 15, 2024
