Establishes new public information sharing requirements allowing members of the public to request licensing status, three most recent inspection reports, and license expiration/revocation history for kennels, dealers, and commercial breeders

Modifies inspection requirements for commercial breeders, including documentation of all business names used, facility identification number, animal inventory, and facility location in inspection reports

Changes commercial breeder inspection frequency from annual to biennial for facilities with two consecutive years of no violations; returns to annual inspections if any violations occur

Reclassifies commercial dog and cat breeder data as private or nonpublic except as provided in section 347.58, subdivision 5, allowing disclosure to the public upon request
