Extends the sunset date for an additional 40 cents per ton fee on fertilizers, soil amendments, and plant amendments from June 30, 2024 to June 30, 2034.

Requires persons responsible for paying inspection fees on fertilizers sold and used in Minnesota to pay the additional 40 cents per ton fee (with a minimum of $10 per tonnage report) until June 30, 2034.

Directs all revenue from the additional 40 cents per ton fee to be deposited into the agricultural fertilizer research and education account.

Extends the expiration date of the Minnesota Agricultural Fertilizer Research and Education Council and related statutory provisions from June 30, 2025 to June 30, 2035.

Maintains existing inspection fee range of 39 to 70 cents per ton, with requirement for a public meeting before increasing the fee by more than five cents per ton.
