Modifies unemployment insurance eligibility for applicants who stop working due to labor disputes at their establishment by making them not ineligible for benefits under specified conditions.

Applicants participating in or directly interested in a labor dispute are not ineligible for benefits until the end of the calendar week the dispute was in active progress; non-participating applicants are not ineligible until the end of the week the dispute began.

Removes the ineligibility provision for applicants who stop working due to jurisdictional controversies between labor organizations and instead treats such situations as labor disputes.

Creates exceptions allowing applicants to remain eligible for unemployment benefits if they stop working due to employer failures on safety and health contract terms, lockouts, or if they are discharged before a labor dispute begins.

Clarifies that quits or discharges occurring during active labor disputes are treated as employment separations at the time they occurred and are subject to existing quit and discharge provisions under section 268.095.
