Establishes a pilot program with Pillsbury United Communities to develop a framework evaluating school performance on educational outcomes beyond test scores and graduation rates, based on goals set through engagement with students, families, and community leaders.

Participating schools are exempt from standard performance measures under Minnesota Statutes section 120B.11, subdivision 1a.

Framework requires schools to measure and report on student attendance, reading/math growth, college coursework participation, mental health support, restorative justice interventions, family engagement, culturally relevant curriculum including Minnesota Indigenous history, and staff anti-racism training.

Pillsbury United Communities must submit performance data to the Department of Education by September 1, 2025, and the Department must report to legislative committees by December 15, 2025 on framework effectiveness.

Appropriates $150,000 for fiscal year 2024 and $150,000 for fiscal year 2025 from the general fund to the Department of Education for the grant, with funds available until June 30, 2026.
