Amends Minnesota Statutes section 256B.761 to establish a 35 percent rate increase for behavioral health services effective January 1, 2024, based on rates in effect December 31, 2023.

Requires annual adjustments to behavioral health service rates starting January 1, 2025, according to the Consumer Price Index for medical care services.

Excludes federally qualified health centers, rural health centers, Indian health services, certified community behavioral health clinics, cost-based rates, and county-negotiated rates from the rate increase provisions.

Rate increase provisions expire upon legislative implementation of the new rate methodology resulting from the rate analysis required by Laws 2021, First Special Session chapter 7, article 17, section 18.
