Appropriates $17,393,000 from bond proceeds to the Pollution Control Agency for a grant to Olmsted County for resource recovery and recycling infrastructure projects.

Funds design, construction, and equipment of a community reuse and recycling facility on the existing resource recovery campus and a food waste separation system for anaerobic digestion processing.

Includes money for predesign, engineering, and environmental analysis of a carbon capture, utilization, and storage system at the Olmsted County waste-to-energy facility.

Funds predesign and design of a business incubator to create a technical training platform related to carbon sequestration at the waste-to-energy facility.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $17,393,000 to fund the appropriation, effective the day following final enactment.
