Appropriates $6,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of Rochester for constructing and equipping a regional park-and-ride parking facility on Broadway Avenue North.

This appropriation is in addition to a previous appropriation made in Laws 2023, chapter 71, article 1, section 10, subdivision 16.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds in an amount up to $6,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Takes effect the day following final enactment.
