Appropriates $3,000,000 from bond proceeds fund to the commissioner of transportation for a grant to the city of Rochester for airport parking solar array and electric vehicle charging station at Rochester International Airport.

Grant funds cover predesign, design, engineering, site debris removal, pavement reconstruction, and construction of the solar array and charging station project.

Prior expenses incurred by the city of Rochester for predesign, design, and engineering count toward the nonstate match requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to fund the appropriation, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
