Appropriates $350,000 in fiscal year 2025 from the general fund to the Commissioner of Employment and Economic Development for a grant to the city of Austin to develop and implement water and wastewater operator training programs through Riverland Community College.

Allocates $100,000 to develop a water supply system operator training program aligned with Department of Health certification levels and a wastewater treatment facility operator training program aligned with Pollution Control Agency certification levels.

Allocates $100,000 for Riverland Community College Customized Training and Education division personnel to recruit program designers, develop curriculum, recruit students and instructors, and collaborate with external partners.

Allocates $65,000 for program marketing and outreach, $35,000 for college administrative and overhead costs, $35,000 for equipment, and $15,000 for the city's grant administration expenses.

Establishes this as a one-time appropriation available until June 30, 2027, with any unencumbered balance at the end of fiscal year 2026 available for any purpose described in the bill.
