• Amends Minnesota Statutes to limit guardian immunity, providing that guardians are not personally liable for acts or omissions in discharge of duties except for wanton, reckless, intentional conduct or knowing violations of law.

• Expands guardian powers and duties to include restrictions on limiting ward communication, visitation, and social media access unless guardian has good cause to believe interaction poses significant risk of harm and no other means exist to prevent it.

• Requires guardians to provide written notice to the court, ward, and restricted persons when imposing restrictions, with ability for ward or restricted persons to petition court for removal or modification.

• Establishes a 15-member task force on guardianship with representatives from legislature, judiciary, persons under guardianship, guardians, and advocacy groups to address concerns including guardian recruitment, compensation, funding, certification standards, and the administrative complaint process.

• Task force must submit report with policy recommendations to legislative committees by December 31, 2025; first meeting required by September 1, 2024, with quarterly meetings thereafter.
