Prohibits prone restraint and certain dangerous physical holds (restricting breathing, communication, or placing pressure on head, throat, neck, chest, or torso) by school employees, security personnel, police officers, and school resource officers in schools.

Establishes school resource officer definition, duties, and minimum training requirements, with peace officers required to complete mandated training by September 1, 2025 (or by June 1, 2027 for those with prior SRO training).

Requires Board of Peace Officer Standards and Training to develop learning objectives for SRO training covering juvenile justice, de-escalation, mental health crisis response, trauma, disabilities, and legal standards for use of force by January 15, 2025.

Mandates development of a model school resource officer policy by December 31, 2024, and requires all law enforcement agencies with SRO programs to adopt identical or substantially similar written policies by September 1, 2025.

Appropriates $150,000 for fiscal year 2024 and $490,000 for fiscal year 2025 to the Department of Public Safety to increase school safety center staffing, with a general fund base of $490,000 for fiscal years 2026-2027.
