Establishes maximum train length of 8,500 feet for Class I, II, and III railroads operating in Minnesota, effective August 1, 2024.

Creates civil penalties for operating trains exceeding the length limit: $1,000-$5,000 for first offense, $5,000-$10,000 for second offense within three years, and minimum $25,000 for third or subsequent offense within three years.

Increases minimum liability insurance requirement for motor carriers of railroad employees from $1,000,000 to $5,000,000 for uninsured and underinsured coverage, regardless of vehicle seating capacity.

Authorizes the Commissioner of Transportation to enforce train length violations through civil action in county courts, with collected fines deposited in the state rail safety inspection account.

Establishes penalties for railroad and motor carrier violations of employee transportation requirements: $200-$500 for first offense, $500-$1,000 for second offense, and $1,000-$5,000 for third or subsequent offense within three years.
