Appropriates $10,500,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to Ramsey County to design, construct, furnish, and equip a public health clinical services building.

Requires the facility to either renovate an existing building at an alternate location or construct a new building, with focus on infectious disease control and essential public health clinical and supportive services.

Specifies the facility must provide approximately 45,000 square feet of clinic space for St. Paul-Ramsey County Public Health clinical programs and approximately 15,000 square feet of hub or partner space for related client services from other county departments.

Requires the facility location to provide easy access through parking and public transportation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,500,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
