Appropriates $5,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of La Crescent for the Walnut Street corridor project between downtown and Veterans Park.

Funding covers design and construction of improvements including replacement of water, sewer, stormwater infrastructure, streets, curbs, gutters, lighting, and sidewalks.

Includes money for ADA improvements, trails, active transportation bicycle facility, and other site improvements and amenities within the corridor.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds.

Effective the day following final enactment.
