School districts and charter schools must prohibit teachers, administrators, independent contractors, adult volunteers, school resource officers, and other school personnel from being alone in a closed room with an individual student, except in emergencies.

An adult may be in a room with a student if another adult is present, the door remains open, or a window provides clear line of sight into the room.

Student support services personnel, as defined in Minnesota Statutes section 124D.901, subdivision 1, are excluded from the open-door requirement.

The requirement is effective for the 2024-2025 school year and all subsequent years.
