Renames the Minnesota Higher Education Facilities Authority to the Minnesota Health and Education Facilities Authority and expands its authority to finance health care facilities in addition to education facilities.

Increases the authority's bonding capacity from $1.3 billion to $4 billion, with $1.75 billion allocated for education facilities and $2.25 billion for health care facilities.

Expands authority board membership from eight to nine members and requires at least one member to be a trustee, director, officer, or employee of a health care organization.

Requires health care facility projects financed by the authority to comply with all applicable state law requirements related to authorizing construction or modifications, including sections 144.5509, 144.551, 144A.071, and 252.291.

Adds provisions allowing the authority to determine affiliate status for health care organizations and defines health care facilities eligible for financing, including hospitals, clinics, nursing homes, assisted living facilities, and other medical care establishments.
