Requires certification renewal every 10 years and sets maximum training fee of $350 per applicator, with approved training providers retaining half the fee and submitting remainder to the environmental fund

Provides liability protection for certified applicators and property owners from damages caused solely by snow and ice accumulation when best management practices are followed, except in cases of gross negligence, willful misconduct, intentional injury, or failure to comply with approved practices

Requires certified applicators to maintain records for six years including certification documentation, examination evidence, maintenance practices, deicer type and application rates, treatment dates, and weather conditions

Mandates certified applicators submit annual reports by July 1 detailing amounts and types of deicers used in the previous calendar year; takes effect August 1, 2024
