Prohibits any person from transferring (defined as sale, gift, loan, assignment, or other delivery) a semiautomatic military-style assault weapon, effective August 1, 2023.

Exempts transfers between government officers, armed forces members, or peace officers for official use, and transfers by licensed dealers to armed forces branches or Minnesota law enforcement agencies.

Violation of the transfer prohibition is a felony punishable by up to 5 years imprisonment, a fine of up to $25,000, or both.

Establishes a statewide buyback program under the commissioner of public safety to purchase semiautomatic military-style assault weapons at any physical condition, with reimbursement rates set by the commissioner and participation from state and local law enforcement agencies.

Appropriates unspecified amounts from the general fund for fiscal years 2024 and 2025 to implement the buyback program.
