Establishes 12-month continuous eligibility for persons 21 years of age or older whose medical assistance eligibility is determined using the modified adjusted gross income methodology.

Maintains existing 12-month eligibility periods for children under 19 years of age and youth ages 19-20 who are determined eligible for medical assistance.

Allows early termination of eligibility if the individual or their representative requests voluntary termination, the individual ceases residency in Minnesota, dies, attains maximum age if applicable, or eligibility was erroneously granted due to agency error or fraud.

Preserves retroactive coverage for persons transitioning from insurance affordability programs, providing eligibility for the month a change is reported and three prior months if eligible.

Effective date is January 1, 2025, or upon federal approval, whichever is later.
