Appropriates $10,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of St. Paul for the Minnesota Latino Museum project.

Authorizes the museum to be located at 85 West Water Street on Harriet Island in St. Paul.

Allows the city of St. Paul to use grant funds to acquire property and to predesign, design, construct, furnish, and equip the museum.

Permits the city to enter into a lease or management agreement for museum operations under Minnesota Statutes section 16A.695.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.
