Authorizes the city of Plymouth to establish one or more tax increment financing (TIF) redevelopment districts within the city center district area as defined in the Plymouth Zoning Map effective January 1, 2024.

Deems Plymouth's TIF district to automatically meet Minnesota Statutes requirements under section 469.174, subdivision 10, without meeting normal statutory criteria.

Extends the five-year increment expenditure period to ten years and allows TIF increments to be spent outside the district boundaries but within city limits.

Exempts the district from Minnesota Statutes section 469.176, subdivision 4j, and section 469.1763, subdivision 4.

Expires the authority to approve new TIF financing plans on December 31, 2030, and takes effect upon Plymouth's city governing body compliance with state filing requirements.
