Districts with at least 5% of students eligible for English learner revenue are required to establish an English Learner Parent Advisory Committee; districts with fewer than 5% are encouraged to do so.

Districts must notify parents within 10 days of English learner enrollment in writing in English and the pupil's primary language, including information about LEAPS Act provisions supporting multilingualism, multiculturalism, and family engagement.

Districts enrolling English learners must implement programs identifying family and community outreach activities and translation services to strengthen academic outcomes, and must implement LEAPS Act provisions encouraging multilingualism and engaging parents and community in program design.

Department of Education must identify and annually post best practices for schools to improve language assessments, inform parents of program placement options, encourage academic language development, and effectively communicate with English learner parents through translation and community engagement.

Districts may set aside a percentage of English learner revenue for translation services, community outreach efforts, and parental involvement activities.
