HF3613 Summary

• Amends Minnesota Statutes section 473.386, subdivision 10, to clarify how the Commissioner of Management and Budget must incorporate Metro Mobility special transportation service funding in February and November state revenue and expenditure forecasts.

• Requires the Metro Mobility funding calculation to include amounts necessary to maintain service levels, maintain bus fleet condition, and meet statutory requirements, plus forecast adjustments for actual and projected costs, minus nonstate funding sources.

• Mandates the Metro Mobility council submit a financial review with each forecast detailing fund sources, expenditures by category, cost assumptions, ridership data, farebox recovery rates, and required appropriations for forecast adjustments.

• Changes the effective date for education forecast adjustments from July 1, 2024, to July 1, 2023, with implementation beginning with the November 2023 forecast.

• Makes Laws 2024, chapter 81, effective retroactively from March 26, 2024.
