Appropriates $5,646,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Red Lake Falls for infrastructure rehabilitation projects.

Covers predesign, design, construction, and equipment for replacement and rehabilitation of municipal infrastructure including sanitary sewer system, storm sewer system, and city streets.

Includes funding for sidewalk, curb, and gutter replacement or repair.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,646,000 to fund the appropriation.

Becomes effective the day following final enactment.
