Authorizes Chippewa Bands identified in Minnesota Statutes section 97A.157, subdivision 1, to independently establish open seasons for big game species if the commissioner of natural resources does not establish one.

Amends Minnesota Statutes section 97A.157, subdivision 4, to clarify that the commissioner's powers and duties regarding the Memorandum of Agreement apply only to the extent and amount specifically appropriated by the legislature.

Appropriates $3,000,000 for fiscal year 2024 and $3,000,000 for fiscal year 2025 for proportional payments to Tribes receiving payments under Minnesota Statutes section 97A.157.

Directs the commissioner to work with signatory Tribes to update and amend the affected agreement regarding the tribal payment appropriations.

Modifies appropriation amounts in Laws 2023, chapter 60, article 1, section 3, subdivision 9, reducing the total from $4,294,000 to $4,215,000 for 2024 and adjusting allocations across general, natural resources, and permanent school funds.
