Appropriates $100,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Cloud for downtown public infrastructure improvements.

Authorizes the city of St. Cloud to use funds to acquire property, right-of-way, and easements for predesign, design, construction, rehabilitation, furnishing, and equipping of public infrastructure in the downtown area.

Specifies that public infrastructure includes water and sewer systems, utility infrastructure, streets, sidewalks, stormwater management systems, parking, public housing, skyways, and pedestrian safety infrastructure.

Directs the commissioner of management and budget to sell and issue state bonds up to $100,000,000 to fund the appropriation in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
