Effective August 1, 2026, children under age 13 who commit delinquent acts or juvenile petty offenses will be reclassified as children in need of protection or services rather than delinquent children.

Excludes from "delinquent child" definition children alleged to have violated laws relating to being hired for sexual penetration or sexual conduct.

Excludes from "juvenile petty offender" definition children alleged to have violated laws relating to being hired for sexual penetration or sexual conduct that would constitute a misdemeanor if committed by an adult.

Requires commissioners of human services, children, youth, and families, corrections, and public safety to confer before August 1, 2026, to develop policies addressing child protection system capacity, interventions and services, secure confinement authority, and victim rights notification for affected children.
