• Adds health to the list of subject areas with statewide academic standards required for accountability, changing from locally-developed standards to state-developed standards.

• Requires the commissioner of education to adopt statewide rules for health education standards through the rulemaking process, in consultation with the commissioners of health and human services.

• Mandates health education standards include five required subject areas: cardiopulmonary resuscitation/automatic external defibrillator education, vaping awareness and prevention, cannabis and substance use education, sexually transmitted infections and diseases education, and mental health education for grades 4-12.

• Allows optional inclusion of child sexual abuse prevention, violence prevention, character development, and safe and supportive schools education in health standards.

• Establishes that locally-developed health standards apply until the end of the 2025-2026 school year or until statewide health rules are adopted, whichever is later, and requires high school students to complete credits satisfying state health standards upon adoption of rules.
