Establishes a licensed psychologist income subsidy pilot program administered by the Commissioner of Health, terminating on June 30, 2031.

Eligible participants must be licensed psychologists in good standing who have not practiced psychology for at least 12 months (excluding research and teaching), with a maximum participation period of five years.

Services must be provided in designated rural areas or underserved urban communities to qualify for subsidy payments.

Commissioner must submit reports by January 30, 2028 and January 30, 2032 detailing participant numbers, payment amounts, service hours, geographical locations served, and recommendations on program continuation.

Appropriates unspecified amounts from the general fund for fiscal years 2025 and 2026, with unused balances canceling at the end of each biennium.
