$200,000,000 appropriated from bond proceeds to the commissioner of transportation for construction and reconstruction of local roads with statewide or regional significance, with priority for projects expanding the ten-ton road system.

$200,000,000 appropriated from bond proceeds to the commissioner of transportation to match federal money and replace or rehabilitate local deficient bridges, including design-build contracts, consultant usage, and payments for land acquisition and relocation expenses.

Commissioner of management and budget authorized to sell and issue up to $400,000,000 in general obligation bonds to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Commissioner may establish priorities for bridge grants according to the master bridge priority list.

Act becomes effective the day following final enactment.
